As of October 2026, Korea's Welfare Membership (officially called the customized benefit notification service, 맞춤형 급여 안내) is a free notification program run by the Ministry of Health and Welfare. You enroll once, and the government uses the age, income, assets and household data it already holds to identify welfare services you may be eligible for, then contacts you by text message, KakaoTalk, email or app notification. You can join online through Bokjiro, the national welfare portal, or in person at any community service center regardless of your registered address. The key point is that the membership sends alerts, not payments: in most cases you still need to apply for each service, and the responsible agency reviews your situation before deciding.

This matters because a wave of popular Korean videos has claimed that people no longer need to visit a community center because government money will simply arrive on its own. This guide sticks to what the ministry and the government's official news service, Korea.kr, have actually published, and explains what the membership does, what it does not do, and how to sign up.

Welfare Membership is a notification service, not automatic payment

The program launched in September 2021. In a June 2026 press release, the ministry described it as a system that, after a single enrollment, finds welfare services you are likely to receive based on your eligibility, income, assets and household information. The same release noted that, as of June 2026, Bokjiro lists 5,431 welfare services. No individual can realistically screen that many programs, so the membership does a first pass using public records.

The ministry is explicit about the limits. Notifications are based on a simulated calculation using government-held data, and whether you actually receive support depends on the official review carried out when you apply. A notice is therefore not an approval, and the absence of a notice does not prove you are ineligible.

A Korea.kr citizen reporter who tried the service made the same observation. Each recommended program came with a short description, the application method and the agency in charge, which made follow-up research easy. However, actually receiving support still required checking each program's conditions and completing a separate application. The article described the membership as the first step toward knowing about benefits rather than the application itself.

What changed in 2026: 163 covered services and twice-yearly reviews

The list of services covered by alerts keeps growing. In a December 2025 press release, the ministry said it had added 34 local government programs, expanding coverage from 129 to 163 services. The earlier 129 consisted of 84 central government services and 45 local government services, and two central programs were added during 2025: an environmental health voucher and an employment package for people with disabilities. The newly added local programs include a water bill reduction for basic livelihood recipients and households with severely disabled members in Seoul, postnatal care support in Busan and a child-rearing allowance for families with several children in Yeongwol County, Gangwon. The ministry said these local services would be announced in stages according to each local government's 2026 plans, so timing can vary by area.

The bigger change is the new regular notice. Until 2026, the system sent ad hoc notices when your age or place of residence changed, but income and asset information was only checked at the time you joined. That meant someone whose income dropped after enrolling could become eligible without ever being told. Starting in 2026, the ministry re-screens members twice a year using their latest income and asset data. In the first round, held in the first half of 2026, it ran an eligibility simulation on 1.34 million people and sent notices to 530,000 households (790,000 notices in total) via KakaoTalk, email and other channels.

The ministry shared examples. A single-person household in their 30s in the Gwangju–Jeonnam region joined in 2022 and had never received a notice; the first regular review flagged four services, including near-poverty status confirmation and livelihood and medical benefits. A three-person household in their 50s in Daejeon that joined in 2023 was notified of six services for the first time, including the national employment support program and high school tuition support. If you enrolled years ago and heard nothing, your membership may still pay off when your circumstances change.

How to sign up: Bokjiro online or a community service center

How to sign up: Bokjiro online or a community service center

There are three main routes.

  1. Online at Bokjiro. Log in to Bokjiro with a digital certificate or a simple authentication app, then open the customized benefit notification sign-up menu. According to the Korea.kr account, details such as age, household composition, income and assets are pulled in automatically through shared administrative data, so you do not have to type everything yourself. Read the consent items and check the listed household members carefully.
  2. In person at a community service center. The ministry says you can enroll at any nearby community service center (행정복지센터, often still called a 주민센터), whatever your registered address. This is the easiest option for older relatives or anyone uncomfortable with online authentication. Tell the staff you want to join Welfare Membership and they will guide you through the form.
  3. Alongside another benefit application. If you are already applying for a social security benefit, you can join at the same time without a separate form. A January 2025 ministry release lists 13 benefits that already allowed this, including livelihood, medical, housing and education benefits, single-parent family support, the basic pension, the disability pension and disability allowances. From January 2025, applicants for the parental benefit, child home-care allowance and child allowance can also opt in on their application form.

The same release put membership at 10.2 million people in 6.5 million households. You can join at any time, and the ministry stresses that enrolling is worthwhile even if nothing applies to you today, because future notices reflect updated information. Since alerts arrive by text, KakaoTalk or email, make sure the phone number and email address on file are the ones you actually use.

If you miss a message, log in to Bokjiro and revisit the customized benefit notification menu, or ask at a community service center. The sources reviewed here describe the service from the perspective of Korean residents; if you are a foreign resident, ask the center directly whether you can enroll.

What to do after you receive a notice

What to do after you receive a notice

A notice is only the first step. The ministry's sequence is notice, then online or in-person application, then agency review, then a decision on support. You apply either at the responsible agency, such as your local community service center, or online through portals like Bokjiro or Work24 (고용24). The agency that receives your application checks your income, assets and other conditions before deciding.

Useful checks when a notice arrives:

  • Identify who runs the program. Central and local government programs may have different application offices, so read the agency and application method in the notice first.
  • Look for deadlines. Local programs follow annual plans and may only accept applications during set periods.
  • Ask about documents early. Because the simulated result can differ from the formal review, confirm required documents and criteria with the agency.
  • Expect that results can differ. A notice reflects a likelihood, so an application can still be declined. Conversely, a consultation may reveal services that were not in the notice.

Scam texts impersonating government support are common. Rather than tapping a link in a message, go to Bokjiro directly or call the community center to confirm the notice is genuine.

Does government support really arrive automatically now?

We found no official basis for the claim that all benefits will now be paid without any application. There is, however, a genuine policy shift toward reducing the burden of applying.

A May 2026 plan to strengthen the welfare safety net, published on Korea.kr, includes automatic payment for benefits where eligibility can be confirmed from data such as age. Its examples: the child allowance, parental benefit and first-meeting voucher would be paid once a birth is registered, and a disability pension recipient turning 65 would receive the basic pension without a new application. The plan also covers applications filed by officials on behalf of households in crisis. On October 1, 2026, the ministry issued a release on reforming the application-based welfare system, focused on officials directly filing applications for households in crisis, with an attachment summarizing six related laws. Check the original attachments for effective dates and who is covered.

In short, keep three things separate. Welfare Membership tells you what you may qualify for. Automatic payment is being pursued mainly for benefits where eligibility is easy to confirm, such as age-based ones. Applications by officials are a safeguard for households in crisis. For most benefits that require an income and asset review, an application from you or your family is still the starting point.

A checklist before and after you join

  • Prepare a digital certificate or simple authentication app for Bokjiro, or visit a nearby community service center instead.
  • If you are applying for another benefit, look for the Welfare Membership opt-in on the form.
  • Keep your phone number and email up to date so notices reach you.
  • After joining, explore the customized benefit notification menu on Bokjiro once.
  • If your income has dropped or your household has changed, do not wait for the next regular review when the need is urgent; contact a community center or the Ministry of Health and Welfare call center at 129.
  • When a notice arrives, confirm the agency, application method and deadline, then apply. The final decision follows the agency's review.

Welfare Membership is a practical way to reduce benefits missed simply because nobody knew about them. One enrollment gives you a chance to be re-screened as your life changes, so it is worth checking whether everyone in your family has signed up.

Frequently asked questions

Does Welfare Membership pay benefits automatically?

No. It notifies you about welfare services you may qualify for. You then apply through a community service center or portals such as Bokjiro or Work24, and the responsible agency reviews your case before deciding. Automatic payment is being pursued separately, mainly for benefits where eligibility can be confirmed from data such as age.

Where can I sign up for Korea's Welfare Membership?

Log in to Bokjiro and use the customized benefit notification sign-up menu, or visit any nearby community service center regardless of your registered address. You can also opt in when applying for benefits such as livelihood support, the basic pension, the parental benefit or the child allowance.

I joined years ago and never got a notice. Should I re-enroll?

From 2026 the ministry re-screens members twice a year using their latest income and asset data, and some households received their first notice in the first round. Make sure your contact details are current, and check your status on Bokjiro or at a community center if you are unsure.

Can I be rejected after applying for a service I was notified about?

Yes. Notices are based on a simulated calculation using government data, and the final decision depends on the agency's review after you apply.

How many services does Welfare Membership cover?

The ministry said it expanded coverage to 163 services in December 2025 by adding 34 local government programs. Those local programs are being introduced in stages according to each local government's 2026 plans.
